Overview of the Role 

The Pearl River Public Library Clerk to the Board of Trustees is responsible for executing all administrative work that is necessary in preparation of board meetings and board related events. 

The Clerk will perform the duties of secretary and manage the business of the Board, including all aspects of preparation for board meetings and the production of post-meeting clerical work. 


The position pays a minimum of five hundred dollars ($500.00) per board meeting (depending upon qualifications) along with the fulfillment of all responsibilities preceding and succeeding meetings. 


The position requires approximately 3-5 hours per week. 

The Pearl River Public Library Board meetings are scheduled to meet 11 times a year. Additional Board meetings are convened as necessary. Further time commitment will be needed to fulfill other responsibilities of the role as referred to below. 

Reporting and Management 

The role of the Clerk will be directly managed by the Pearl River Public Library Board of Trustees and assisted by the Pearl River Public Library Director. 

Responsibilities of the Role 

In consultation with the PRPL Board of Trustees, Library Director, produce a schedule of meetings and plan of business for the Pearl River Public Library. 

Prepare, in consultation with the PRPL Board of Trustees and Library Director, agendas for Board meetings and coordinate the timely provision of supporting documentation in accordance with the Board’s requirements; 

Arrange the timely circulation of the agendas and supporting papers to Board members and the timely distribution of hard copies and electronic copies as required; 

Attend Board meetings, record minutes, note actions required and prepare timely minutes in a professional manner; 

Work closely with the PRPL Treasurer to the Board on reporting, documentation and other items; 

Advise, as necessary, on the need for changes to terms of reference of the Board and any other aspects of the Board’s work so as to promote effective governance;

Supply notice of election or appointment of officers to the Town Clerk and to the office holder;

Prepare registers of qualified voters for all district elections; 

Keep all records, books and papers belonging to the office; 

Prepare legal notices for publication as directed by the Board. 

Full Performance Knowledge, Skills, Abilities and Personal Characteristics

Working knowledge of business administration procedures, public personnel practices and governmental budgetary procedures; working knowledge of the laws, regulations, practices and policies of New York State public libraries; working knowledge of account keeping procedures; ability to present oral and written opinions clearly and concisely.

Positive attitude, enthusiasm, and good communication skills are a must.
